Water in Passenger Floorboard After Heavy Rain

My 2019 Rebel had about an inch of water on the rubber floormat after a heavy rain. I pulled out the carpet which was also soaked. I had it parked under a Pin Oak tree and noticed that the tiny weephole in the windshield cowl was covered and clogged. Has anyone else experienced this? My guess is that the water is overflowing into the vents? Thanks!
